What Does A1 S7 C1 Mean?
All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills. ~ A1 S7 C1
The Founders determined that all bills that required spending, that is, a demand on our tax dollars, would originate in the House. The House is the branch of representation that is directly chosen by We the People, and that for only two years. The thinking was that we would stay alert to see how they were spending OUR money.
Iredell said, “The House of Representatives … will represent the immediate interests of the people. They will originate all money bills, which is one of the greatest securities in any republican government.”(1)
Elbridge Gerry explained, “Taxation and representation are strongly associated in the minds of the people, and they will not agree that any but their immediate representatives shall meddle with their purses.”(2)
This phrase, “meddle with their purses” means that the House is the only branch that has the authority to choose how to spend our tax dollars. The original intent of the Constitution was that every law passed would be for the General welfare of We the People. This is why each bill has to pass with a majority of the vote in the House and the Senate. The House of Representatives represents the People. The Senate originally directly represented the states. So each bill passed would represent the majority of the people and the states. Money was never to be spent on specific sections of the people who were able to garner support or bribe representatives to champion their cause for government aid. Now we are a nation of people who look more to the government to provide for our economic well-being, education, retirement, etc. than the Lord God Almighty who is truly our Jehovah Jireh, our provider.
Father, grant us repentance from this spirit of Mammon that has taken over our nation. We choose You to be our King, our Judge and our Lawgiver, in Jesus’ Name. Amen.
