What Does A1 S5 C3-4 Mean?
These clauses in the Constitution raised sincere questions about how often “time to time” should be. While Lee promoted “short, convenient periods,”(1) Madison countered that “…if the accounts of the public receipts and expenditures were to be published at short, stated periods, they would not be so full and connected as would be necessary for a thorough comprehension of them, and detection of any errors. But by giving them an opportunity of publishing from time to time, as might be found easy and convenient, they would be more full and satisfactory to the public, and would be sufficiently frequent.”(2)
There are times that it would be unsafe to publish the legislative journals and those would be times of war and other sensitive times that may “in their judgment require Secrecy”.
For the most part a simple vote of “yeas” and “nays” is sufficient. Party whips are expected to rally the quorum when an important vote is expected.
We the People should keep our eyes open for votes that would especially affect our responsibility to obey God and His Word. Any time we want to follow up with our congressmen, we should ask him to require a written record of the vote. This requires that one-fifth of the members attending demand a recorded vote.
Without this requirement, some congressmen will say they voted one way, when in fact vote another. Biblical Stewardship of our God-given liberty requires that We the People pay attention and hold our elected “public servants” accountable.
