What Does A1 S5 C2 from the Constitution Mean?

 

This clause empowers each House to govern itself. While one may criticize the other, they are powerless to force a change in the other House, as long as neither violates its enumerated powers of the Constitution. The Senate allows its members to filibuster; the House does not.

If there is disorder in their meetings they each can use their own sergeant at arms to deal with the disturbance, arresting those responsible, if necessary.

Each House even has the authority to expels members, but this is only done with a 2/3 majority vote.

James Madison “Observed that the right of expulsion was too important to be exercised by a bare majority of a quorum; and, in emergencies of faction, might be dangerously abused.”(1)

Father, what an example the Constitution brings forth of self-government. Grace us to read and understand Your Word as it instructs each of us to govern our lives according to Your commandments, precepts and principles. Let us not be hearers only. But anoint us to Hear and Obey Your voice as You lead us through these turbulent times. In Jesus’ Mighty Name we pray, Amen!
