Constitutional Conversations  A1 S8 C13-15 Navy

The Congress shall have Power… To provide and maintain a Navy, To make Rules for the Government and Regulation of the land and naval Forces; To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions”   ~ A1 S8 C13-15

From America’s earliest need for defense, her army and navy sprang from We the People. Her first navy was tasked with blocking British supplies from coming into America. so five cruisers were fitted out along the coast to capture England’s vessels. In a few weeks Washington had taken on this responsibility and America’s navy counted 6 which were manned by men from the army. They were tasked to “seize all such as were laden with soldiers, arms, ammunition, or provisions.”

In honor of and agreement with Lock’s “Of Civil Government” they flew the “Appeal to Heaven” flag on this fledgling navy.  This phrase was coined by John Locke, America’s favorite Christian philosopher. He explained that when a people group had done all that they could to appeal to a ruler for justice and were denied, that their only appeal then was “An Appeal to Heaven”.

To avoid passing this type of tyranny from King George III to future generations, the Framers of the Constitution empowered Congress to call forth the various state militias instead of the president, and to make rules for the government and regulation of the land and naval forces. 

The Constitution gives this power to call forth the militia for only these situations:

  • to execute the laws of the union
  • to suppress insurrections and 
  • repel invasions. 

Father, will You have mercy on this invaded, war-torn nation? Will you return us to the days of righteous defensive wars? Will You grace us to return to You and Your ways that You may smile upon us once again? In Jesus’ Righteous Name we pray, Amen.
