A1 S8 C16 The Militia

The Congress shall have Power… To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress…”   ~ A1 S8 C16

Reading from Jonathan Elliot’s “Debates in the Several State Conventions on the Adoption of the Federal Constitution” the framers were very defensive of their local, state militias:

Mason challenged, “I ask, who are the militia? They consist now of the whole people, except a few public officers.”(1)

Corbin added, “Who are the  militia? Are not we the militia?”(2)

Randolph added, “They are the bulwarks of our liberties.”(3)

Nicolas further explained, “the power of arming them is concurrent between the general and state governments; for the power of arming them rested in the state governments before; and although the power be given to the general government, yet it is not given exclusively.”(4)

Randolph clarified, “Should Congress neglect to arm or discipline the militia, the states are fully possessed of the power of doing it; for they are restrained from it by no part of the Constitution.”(5)

From the early 1600’s states had laws that varied in ages, but clearly required that men be armed and skilled. Virginia in 1631 “required colonists to engage in target practice on Sunday and to ‘bring their peeces to church.’”(6)

Father, please restore Christian self-government and responsibility to the Church. Help us to protect our Liberty and our little ones for Your glory. In Jesus’ Name, Amen.
