Lieutenant Colonel Phill Cochran spent more than two decades flying the F-16 Fighting Falcon and training fighter pilots between 1990 and 2013.
A devoted husband and father of seven between the ages of 17 and 33, he also served for twenty-three years as pastor of Covenant Grace Church in Perkins, Oklahoma from 2002 to 2025.
In his new devotional entitled Lessons Learned at the Speed of Sound, he brings those two worlds together, using 40 vivid realities of combat aviation which powerfully illustrate the Christian life. Each chapter concludes with four thought-provoking questions, a powerful quote from a Puritan Founding Father, and a practical prayer.

Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United States, or of any particular State. ~ A4S3C2
As the territories became states, Congress was given the responsibility to appoint the new territory’s governor and judiciary. Each new state’s legislature was elected by the people. Congress was then to follow the Northwest Ordinance which had six articles:
Article I outlined the freedom of religion: No person, demeaning himself in a peaceable and orderly manner, shall ever be molested on account of his mode of worship or religious sentiments, in the said territory.
Article II, included a bill of rights for the people such as; the benefits of the writ of habeas corpus, trial by jury; representation of the people in the legislature; and judicial proceedings according to the course of the common law… All fines shall be moderate; and no cruel or unusual punishments shall be inflicted. No man shall be deprived of his liberty or property, but by the judgment of his peers or the law of the land…
Article III provided for Schools, stating that, “Religion, morality, and knowledge, being necessary to good government and the happiness of mankind, schools and the means of education shall forever be encouraged. The utmost good faith shall always be observed towards the Indians; their lands and property shall never be taken from them without their consent…”
Article IV outlined how the federal territory would be a part of the United States and pay taxes.
Article V provided for the creation of the new states.
Article VI prohibited slavery saying, “There shall be neither slavery nor involuntary servitude in the said territory, otherwise than in the punishment of crimes whereof the party shall have been duly convicted…”
